Role of Leadership in Promotion of Human Rights in <\/span><\/font><\/strong>Africa<\/span><\/font><\/strong>: <\/span><\/font><\/strong>Future Prospects and Obstacles<\/span><\/font><\/strong><\/p>\n The UNESCO Chair & Institute of Comparative Human Rights invites you to a public lecture by His Excellency Ant\u00f3nio Mascarenhas Monteiro<\/strong>, former President of the <\/span><\/font>Republic<\/span><\/font> of <\/span><\/font>Cape Verde<\/span><\/font> on <\/span><\/font>Tuesday, November 13, 2007<\/strong><\/span><\/font> at <\/span><\/font>12:30 p.m<\/strong>.<\/span><\/font> in the Student Union Room 304 A\/B<\/strong>.\u00a0 <\/span><\/font><\/p>\n As the first multi-party elected President of the <\/span><\/font>Republic<\/span><\/font> of <\/span><\/font>Cape Verde<\/span><\/font>, His Excellency played a crucial role in making <\/span><\/font>Cape Verde<\/span><\/font> one of the more viable democracies on the continent of <\/span><\/font>Africa<\/span><\/font>. He served as President from 1991-2001 and during his term in office, was active in the international arena as well. He was Chairman of the Third Conference on Regional System of Human Rights Protection in <\/span><\/font>Africa<\/span><\/font> and <\/span><\/font>Europe<\/span><\/font> and participated in the Organization of African Unity (OAU) Goodwill mission to <\/span><\/font>Angola<\/span><\/font> following the country\u2019s first free elections in 1992. <\/span><\/font><\/p>\n In 1993, he was Chairman of the Colloquium on Constitutional Transition in <\/span><\/font>Africa<\/span><\/font>, held at the Catholic University of Louvain, and from 1994 to 1997 he served as President of the Inter-State Committee for Struggle Against Drought in Sahel (CILSS). In his role as Deputy President of the OAU Ad-Hoc Committee for <\/span><\/font>Southern Africa<\/span><\/font>, he attended the signing of the Lusaka Protocol on Peace in <\/span><\/font>Angola<\/span><\/font> in 1994.
