Purcell<\/strong> is Director of the Center for Hemispheric Policy at the University of Miami.  The Center was formed to examine the relationship between the U.S. and Latin America with respect to economic development, trade, healthcare, politics, security and other issues.  Dr. Purcell previously served ad Vice president of the Council of the Americas and the Americas Society in NYC, and before that with the Council on Foreign Relations and the State Department.  Dr. Purcell serves as Director of Valero Energy Corporation and of several mutual funds.
