It’s online at http://sfx5.exlibrisgroup.com:3210/uconn/cgi/core/citation-linker.cgi — from there, you can enter as much information as you have about a citation (including at least journal name / ISSN), click the button, and see if the University of Connecticut Libraries have online access to the journal. Very handy!
